Phase 0 of #147. Generate crates/uo-proto/src/builds/data.rs (const tables) from docs/builds/catalog.py and add the uo_proto::builds types of docs/builds.md § 17.2 (Tags, Slot, AbilityDef, Effect, Trigger, RelicDef, RuneDef, AffixDef, StateDef, ReactionDef). Keys append-only.

Done when data.rs is generated, checked into git, and a test compares it to the CSVs; the generator runs in CI and fails on drift.
