Give the atlas resources item ids and gathering

The atlas places UO's coloured ores, Mondain's Legacy woods, the eight reagents, stone, gems and food as deposits. They need append-only item ids in uo-proto::items, and gathering has to read the deposit (and its richness) at the player's tile.
