Townsfolk and the harbour master's errands (#123) are on the wire (Talk, Choose,
SkipErrand, GameEvent::Dialogue, GameEvent::Hint, errands in the sheet), and uo-mcp
names NPCs, but has no tools for them yet: a talk tool (by name or role, with the options as
the answer), choose, the errand log in the character summary, hints in the journal.
