Explorer map: the atlas overlays and dressing sites

The HTML atlas viewer has overlays the in-game map lacks: realms and provinces, danger, deposits by resource, encounter tables on hover, search with a result list. The bake would write the overlays next to overview.png; the map would toggle them and also mark the dressing sites (farmsteads, camps, mills) that are not in world.json.
