Aquais, the free port: start city and sanctuary

Aquais is everyone's starting city and the only peaceful zone, in the March on the east coast, with a huge port and guarded highways to both realms.

Done: placement in the March, port layout and harbour, guarded highways with guard posts, no hostile sites near, start / sanctuary in the bake, spawn there, the server refuses fighting in the sanctuary. Not yet: walkable piers and ships, NPC guards on the posts, vendors.
